I had the privilege of serving as the technical lead for a performance evaluation project commissioned by the Buenos Aires City Government.

This system was meticulously designed to systematically, continuously, and objectively assess the performance of employees, aligning their actions with the responsibilities and demands of their roles. Through this initiative, we aimed to enhance the quality of services provided to the citizens of the Autonomous City of Buenos Aires.

As the technical lead, my responsibilities were multifaceted. I was tasked with selecting the most suitable technologies for both frontend and backend development. For the frontend, we employed Angular, a powerful and versatile framework known for creating robust user interfaces. On the backend, we utilized Java Spring Boot, a framework renowned for its efficiency and rapid development capabilities. Our choice of technology stack was further complemented by PostgreSQL, a robust relational database management system.

Together with the analyst and product owner, I actively participated in defining the project's business rules. My role extended to making crucial decisions regarding specific system implementations.

Additionally, I played a pivotal role in introducing an agile development methodology, ensuring the project's smooth progression and successful delivery. I also devised an efficient code delivery process, enabling our quality assurance team to work independently.

In the context of this project, the system aimed to:

  • Systematically evaluate employee performance.

  • Identify training needs and devise short-term improvement plans.

  • Enhance communication to achieve predefined objectives.

  • Promote transparency, objectivity, equity, and impartiality.

Furthermore, the evaluation process involved multiple stakeholders, including representatives from labor associations, to ensure fairness and accuracy.

In conclusion, this experience underscored the significance of transparency, objectivity, and collaboration. It also reinforced my belief in the critical role of technology in fostering efficiency and accountability in public services. As I look ahead to future projects, I remain committed to applying these lessons and expertise to drive innovation and positive change.
